Youth Manifesto by REC 2022

The Refugee Education Council ensures that refugees, displaced youth, and host communities have a voice in shaping global education policies.

The Youth Manifesto, created by the Refugee Education Council (REC) as part of the Together for Learning campaign, is a bold call to action for inclusive, equitable, and quality education for all displaced learners. Developed by youth with lived experience of forced displacement, this document highlights critical challenges and presents solutions to ensure that refugee education remains a global priority.
At its core, the Manifesto is built on five key themes:

Inclusion – ensuring access to education for all displaced youth, regardless of legal status, gender, or ability.
Mental Health & Psychosocial Support – integrating mental health resources into education systems to support refugee learners.
Digital Learning – expanding access to technology and digital tools for displaced youth.
Gender Equality – addressing barriers that prevent girls and LGBTQI+ youth from fully participating in education.
Accountability – urging governments, organizations, and private sectors to take responsibility for meaningful action.

The manifesto’s insights highlight systemic barriers such as language gaps, legal restrictions, and lack of funding, which prevent many refugee youth from accessing education. It emphasizes that education must be safe, adaptable, and inclusive, providing not only academic knowledge but also skills for employment, leadership, and resilience. The manifesto urges decision-makers to invest in teachers learning, digital resources, and gender-sensitive policies to ensure that no learner is left behind.
The Manifesto was presented at the Together for Learning Summit, where global leaders responded with commitments to improve refugee education.
