The Refugee Education Council (REC)

The REC ensures that refugees, displaced youth, and host communities have a meaningful voice in shaping global education policy.

Funded by the Government of Canada and hosted by World Vision Canada, in collaboration with the Canadian International Education Policy Working Group (CIEPWG), the REC works closely with Global Affairs Canada, multilateral partners, civil society, and refugee and youth networks to advocate for access to quality, gender-transformative, and inclusive education.

The first cohort participated in high-level dialogues, developed a youth manifesto, and collaborated with international leaders to influence policy change. The second cohort built on this foundation—engaging in global forums, producing advocacy materials, and amplifying the voices of displaced youth worldwide.

As the REC continues to build on these achievements, it remains committed to ensuring that young refugees and their communities directly shape the policies that affect their lives.

The REC actively engages in global initiatives to shape education policy for displaced learners. A key milestone was the Together for Learning Summit, where REC members collaborated with ministers, civil society organizations, and international partners to advance inclusive education, gender equality, and innovation. The Council played a central role in developing the Youth Manifesto: Vision for the Education of Refugee and Displaced Learners—a call to action emphasizing inclusion, mental health, digital learning, gender equality, and accountability.

To further amplify refugee voices, the REC co-authored the Learning from Disrupted Learners Youth Anthology, a collection of personal stories and creative works by refugee and displaced youth. Through their participation, REC members have contributed to shaping policies and global commitments, including the Together with Youth outcome document, which captures world leaders’ pledges to support refugee education.
